JABA Services: Health Insurance Counseling
JABA provides free health insurance information, one-on-one counseling, and claims filing assistance to older individuals and their families. This service is part of the statewide Virginia Insurance Counseling and Assistance Program (VICAP).
VICAP assists persons needing help
in understanding Medicare statements and medical bills and in getting billing errors corrected. The VICAP coordinator and volunteers also provide counseling about:
- Selecting Medicare supplement insurance
- Transferring from an HMO to regular Medicare
- Choosing long-term-care insurance
- Obtaining Medicaid benefits
- Enrolling in Medicare Prescription Drug Program
VICAP volunteer counselors are trained to assist you.

VICAP volunteer counselors are trained to assist you. They are not connected with any insurance company, nor are they licensed to sell insurance. Our services are always confidential.
Deborah Winslow, JABA's VICAP Coordinator, can answer some questions. You can reach her by phone (434) 817-5248 or email (click here) .
She can also send you information about Medicare, Medicare supplemental insurance, and long-term-care insurance.
The coordinator and volunteers are also available to meet with clients on an appointment basis, either at the client's home or at JABA's main office on Hillsdale Drive in Charlottesville. To arrange a meeting, please call Deborah Winslow at (434) 817-5248 .
VICAP can also provide speakers for community groups.
There is no charge for the VICAP program. However, contributions are welcomed to help meet the ever-increasing demand for these services.
